Changing my index.html into index.php will negative influence SEO/rankings:

I need to change my Web site index.html, which is my main page, into index.php, this will 'negative' influence my rankings/SEO or crawlers will NOT notice the difference?

Using a 301 redirect shouldn't have any negative effects. See #2 here:
http://www.google.com/intl/en/webmasters/3.html

But how do I set up '301 re-direct'?

It will be done automatically if you do it in .htacess and you dont need to write any code for that
